Government Launches Inspection of PDM, Emyooga and Cattle Restocking Programmes in Lango

The government has launched an oversight inspection of major wealth-creation programmes in the Lango Sub-region to establish whether beneficiaries are receiving the intended support and whether public funds are being properly managed.

The inspection will cover Lira, Apac, Otuke and Dokolo, with government officials expected to examine the implementation of the Parish Development Model (PDM), the Presidential Initiative on Wealth and Job Creation (Emyooga) and the Cattle Restocking Programme.

The exercise is being conducted through the Office of the President's Department of Socio-Economic Monitoring and Research.

The government says the inspection is aimed at determining whether the programmes are improving household incomes, expanding access to finance and helping communities move from subsistence activities into more productive enterprises.

Beneficiaries and projects to be assessed

During the exercise, monitoring teams are expected to engage local government leaders, technical officers and programme beneficiaries.

Officials will review programme records, inspect enterprises and assess how beneficiaries have used the support provided under the different government initiatives.

The inspection will also examine whether beneficiaries were properly selected and whether programme funds reached the intended recipients.

Accountability concerns

The government says the exercise will pay particular attention to challenges that could affect the success of the programmes, including weak record-keeping, problems in SACCO management, delayed access to funds and low loan recovery.

Possible misuse or diversion of public resources will also be investigated.

The Minister of State for Economic Monitoring, Sandra Santa Alum, said the exercise is intended to identify what is working, address weaknesses and ensure that government interventions produce the expected results.

She said cases involving evidence of abuse of public resources would be referred to the appropriate authorities for action.

Focus on household income

PDM, Emyooga and the cattle-restocking programme are among the government's interventions designed to improve household livelihoods.

PDM provides financing and economic services through parish-level structures, while Emyooga supports organised groups through savings, credit and enterprise development.

The cattle-restocking programme is intended to restore productive assets and livelihoods in communities that lost cattle during previous periods of cattle-related insecurity and losses.

For communities across Lango, the inspection could provide an opportunity to identify gaps affecting beneficiaries and improve the delivery of programmes intended to strengthen household incomes.

The government says the findings from the exercise will guide corrective measures and help strengthen implementation where weaknesses are identified.
